Adding Tags to Folders?

Hi, I'm Brad. I'm looking for a means to tag my folders.
If I can find a way, I'll be able to click on or maybe search a tag, which will result in all the folders with said tag appearing. I'd even settle for a just a tag-sorting function. It should be clear that I'd like to be able to tag my folders specifically, not just the files within a folder. Whether it works with Windows or is standalone, I don't care. I just want to tag folders.

If anyone is aware of any preferably-freeware application out there that can accomplish this, please let me know. :)

Okay, I thought about it, and it kinda sounds like I'm describing a database...
Anyone know of any freeware out there..?

what's the desired outcome? if you're wanting to be able to do a windows search for say "music" and it will find every folder tagged as music....why not just put all your music in one place?
