Blocking addition to Windows Firewall Exceptions

Hi,

Recently I went to add an exception to my windows firewall (XP PRO SP3) and noticed that several programs had added an exception since I last looked. Most were fine but a couple were unwanted. I was surprised that I had not received any notification or had been required to confirm their addition. On checking it seems that these exceptions are added again at boot-up ie if I delete them they reappear after rebooting and do so without any warnings.

Have I got the firewall set up in some way that allows this to happen and if so can I switch this "feature" off?
