Theoretically, what it does is rebuild layout.ini from the information in the windows prefetch folder and and rearranges files according to the newly generated layout.ini.

What this does is move files around on your drive so that windows functions and most used programs are moved to the faster part of the disk and also defragmented.

It also idles background tasks so that they do not get in the way.

The end result is supposed to be faster boots. Windows Defrag should achieve the same effect, plus more.
