My niece turns on her laptop and some kind of AtiSpy Safe Guard has attatched itself. She can not access the internet it does a scan and tell her that she needs to purchase 1 of it's many AntiSpy programs asking for credit card info or to try a free trial.......What do she need to do to remove this? I had her go to her accessories and find a recovery option she tried it but she has no backup disk. I also had her press f8 repeatedly to no prevail. She cannot access the internet either.

This sounds like a clear case of Malware and as such you will need to post your question in the correct Malware section of the site.
