Cannot connect to some websites

The last couple of days I have been unable to connect to some websites, I don't know what is wrong but it is frustrating can someone please help me identify what the issue is. There is no problem connecting to a lot of websites, but about a fifth of the websites I have visited over the last couple of days have failed to connect. Here are just a couple of websites I am unable to connect to www.startpage.com & www.pcmag.com It just says "connection has timed out" "Server taking too long to respond". Sometimes it happens with Google search engine as well, but it usually connects on a second attempt with Google. I also notice around this time that when a do a manual update of my internet security it is taking longer to update to the definitions server. I am thinking it is a routing issue, but I am not that sure, I'm thinking that would probably explain the problem with taking longer to connect to the definitions server as well because it is probably having to retrieve the definition from another server located somewhere else.
