windows vista cmd.exe-application error when trying to shut down lapto

Everytime I click the shutdown button I get: cmd.exe-Application Error......The Application failed to initialize properly(0xc0000142). Click ok to terminate the application.

It will go in sleep mode but will not shutdown. I always have to shut it down manually.
Can someone help me please. I know very little about computers.
