Blue screen caused by tcpip.sys

I am using an Acer aspire series PC which I have for about 6 months now.
And today it went into the blue screen after I tried to install the Norman firewall and something about the utorrent that was running in the background popped up.
After clicking the restart now button for the Norman firewall, the PC would go into the blue screen shortly after startup.
The error is something about tcpip.sys.
Initially I accessed safe mode to try and solve the problem but after running the disk error check, now I can't even access safe mode as the loading will stop at CLASSPNP.sys.
The thing is that the PC did not come with any system restore cd and apparently the startup repair I tried would not work.

The only solution I had was to run restore from control panel but now I can't even access safe mode.
Does anyone know how can I solve this? I'm already at my wit's end!
