Safe mode stuck on disk.sys

The initial problem is that windows vista does not load but instead it stays on the screen where the bar moves (the bar does move). After that safe mode won't boot up because it's always stuck on disk.sys.

Now I tried repairing it through windows vista disc.. but it won't allow me because it doesn't display the operating system, I tried setting as last know configuation, resetting CMOS, fiddling with the BIOS, changing out parts.. none of them work. I can't even get it to reformat..

It's a Acer Aspire M1641 desktop.. did not came with any disc or the person i'm repairing it for never made a backup.

Really need help.. pretty much fed up with this. Thanks.
