Windows 7 wont start up.

I downloaded something the other day that gave me a virus. I'm running windows 7 on an Emachine. My computer isn't allowing me to boot into windows. I also dont have a boot disk or the system disk that came with the computer. Is there ANY way to return factory settings to my computer ?
