cannot delete file on my external hd

i downloaded a mp3 file but when it finished it came out weird. i tried to name it to .mp3 but it but i got "Cannot rename file: cannot read from the source file or disk" and when i tried to delete it i got the same thing. i also tried File Shredder but it didn't work either.
here's a screen cap of the file

anyone got any ideas?
