ReadyBoost doesn't use my entire flash drive

I read on a Wikipedia article that ReadyBoost can only use a maximum of 4GB of your Flash Drive if it's formatted with the FAT32 file system and that the entire Flash Drive can be used if it has been formatted with the NTFS file system. I reformatted my Flash Drive accordingly but still, ReadyBoost only uses 4GB of my Flash Drive but I want it to use the entirety of the 16GB on my Flash Drive.
Help? :)

ReadyBoost is limited to 4GB regardless of the file-system.
