When it gets to background, can you press ctrl + alt + del keys together to get task manager, then press file, new task, type explorer.exe then press OK

Is explorer running and are you seeing your normal desktop background?

Nothing is running and the desktop background is normal

sounds like asomething is interfering with explorer startup....reboot into safe mode, does the problem recur?

What do you mean "nothing is running"? when you bring up task manager, whats running in "processes?

tap the f 8 key continuously upon startup, menu appears that allows safe mode

Boot the PC then keep tapping F8 right after the beep until you get the options screen then select safe mode.

Ok, I tried that and got the same message and now all that shows on the screen is a jubbled up sentence on the top and at the bottom it has Safe Mode written twice and it won't do anything

When you press F8 it should take you to a screen with a few options, safe mode with command prompt etc

Safe Mode and Safe Mode with Network both have the same message ....
The last one takes me to cmd.exe and shows C:\Documents and Settings\Administrator>
and I'm not sure what to do from there
