Windows could not start b/c the following file is missing or corrupt

Keep getting error message when starting computer. Windows could not start because the following file is missing or corrupt: <windows root>\system32\hal.dll.
I have tried to reinstall windows but get another error message!

Boot from your CD and get into the recovery console. Once you are there, type the following line by line

attrib -h -r -s C:\boot.ini
del C:\boot.ini
bootcfg /rebuild
fixboot

Reboot.
