Need help finding the right CPU for my needs.

Hello!

I am looking to buy a new CPU but need help finding the right one for me.
First, I dont need a gaming CPU at all. All I will really be using it for is
surfing the web, and downloading/listening to music. However, I would like
it to run smoothly. Do I need good RAM for this, or a good processor?
I really dont want to spend alot of money. I also require atleast 200 GB of
hard drive space. Do you think I can find this CPU for under $400? Can someone please
recommend some specs for me, or even a specific CPU model? Like I said
I dont wanna waste extra $$ on a good graphics card, or even a sound card
just the basics- no gaming. Just surfing, downloading, and listening to music.
And I definitly prefer a laptop.
