Issue with windows 7 upgrade

Upgraded a dell d630 from xp 32 bit to windows 7 64 bit, now when typing an email in outlook it highlights the shortcut keys like i pushed the ALT button but I never pushed it. In IE it highlights the File from the menu bar. While typing this the FILE button would highlight while i did nothing. It seems to happpen in all applications.
