iPhone 4 Does Not Update to Current Version

Please HELP me :D !!! I have a new iPhone 4 that will NOT update to the latest version. I am using Vista. Here is the message it gives me each time (countless times)I attempt to download the update:

"There was a problem downloading the software for the iPhone "RedEye"s iPhone. The network connection time out.
Make sure your network settings are correct and your network connection is active, or try again latter."


When I ran diagnostics I got the following report:
