Windows XP reinstall - mouse locked up Can't activate Windows

I have been having intermittant problems with my Dell D600 running Windows XP. The mouse would freeze sometimes. sometimes the cursor would jump around and open all kinds of windows, etc. I decided to reinstall Windows XP in my addled way of thinking that would fix all the problems. Windows was installed, but now the screen that says "Let's Activate Windows" is up and my cursor is frozen. Help please.

Have you tried a new mouse?

Yes, it is a touchpad, so i tried it with an external mouse and still no go.
