cpu usage at 0% while playing games

I have recently installed a new graphics card (gts 450) after my old one broke (gtx 280). The gfx card words fine, however the cpu usage will periodically drop to 0 while im playing games, for 40 seconds to a minute, as the time spent in game goes on this slows down but still happens periodically, aswell it will sometimes spike to 100%. I've never had trouble with the cpu until now.

anyone know any fixes?
even during running windows regularly with the game launch screen up the cpu usage fluctuates between zero and spikes up to 20-30%.
