Unable to run many things

I cannot start my Control Panel, and when trying to update to SP1, it gives me an error code. I turn to the Microsofts trouble shooter, but it doesn't like to run properly. Can anyone help?

For SP1 Install - 0x8007008D

For Control Panel - It just is a windows that only appears for a split second and then goes away.

The trouble shooter for SP1 didn't work.
