I have spyware, please help

I have Microsoft Security Essentials on my computer and Windows Defender. Neither works now. A restrictions notice pops up saying "this operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." I tried to download another antivirus program, figuring it would work because it wasn't on my computer prior to getting the spyware. Please help if you can.
