Hello,

My laptop having power on and off when press on the power button?
can anyone help.

my laptop: Toshiba satellite m200
OS: Windows vista

The problem is that when press the power on the battery LED just blinking,
after few second the power LED also blinking,
no boot up screen.

Yes, that is the way the power button is supposed to work. It's an On and Off toggle switch. Hold it down to power the computer On and then hold down the same button to power the computer back down.

Okay I well start over again.... )

1. Using AC adapter with the battery plug in laptop, switch on power(AC outlet)
the DC IN LED light stay ON, only BATT LED blinking...that should indicate that the battery are being charge.

2. But when PRESS power ON from laptop, DC IN LED and POWER LED light stay ON
battery LED still blinking(charging state) after few second later POWER LED start to blink as well.

3. NO boot up screen(blank screen).

4. This time with AC adapter only battery remove from laptop, PRESS power ON
POWER LED just light ON and OFF instantly.

From the rest of your description, it sounds like to me the charging/power regulator circuits in the laptop are bad. The battery may be bad too. You may need to take it into a shop and have someone take a look at it.
