Blue Screen Error 24 [OS]

XP 600 Dell won't boot-up. I get a blue screen every try. Won't start in Safe Mode or Last Successful Configuration. Cannot get it to boot off the CD (have CD in #1 position). System ran perfectly yesterday (although slow). Both hard drives replaced 10 months ago or less. I could use some help on how to fix the problem.
