is there a program I can use to clear up this image.. I caught this van on video robbing my home.. Cops cant make out the plates.. look pretty clear to my but can some clean it up, or even what do the sticker say in the window? THANK YOU!!

What do you think the plate says? It looks kinda like 976-Y3D or maybe 976-X3D to me...What state are you in? Maybe you can run some searches on some online license plate databases...I don't think that sticker can be cleaned up enough to be readable.

After running it through the Gimp Unsharp mask and bumping up the contrast, it looks like the attached. I'm seeing it as 976-J3D, but those latter characters are such bad quality they could have come out as anything or nothing. Plus I doubt an edited photo will stand up in court.
