Emailing links in IE 8

I'm not sure if this is normal or not so, that is why I am aking. While in Internet Explorer 8 I want to send a link to the page I'm on I us the page button and use "Send Link by E-mail..." (Outlook 2003 is my default email program for IE 8). What I am not sure of is if the link is suppose to be sent through outlook at the time I send it or not until you open up Outlook. Currently it does not send it until I open Outlook. I would prefer for it to send as soon as I hit send in the e-mailing of the link.

Thanks for any help on this matter.

Outlook cannot send anything (or receive) unless it's actually open in a window or minimised in the taskbar.
So it has to be running in order for it to do anything.
