My husband has a Toshiba laptop running Windows 7

For quite a few weeks now, spam emails are being generated via his hotmail account. He has run numerous Virus Scans and Malaware Scans which have come up clean, yet these emails continue.

Can this be stopped and where does one start?

Has he changed the password on the hotmail account from a different computer?
