Cannot log on to windows 7

I just upgraded a Computer from windows vista ultimate to windows 7 ultimate. The computer I upgraded only had an administrator account (no specific user account) and had no password. Windows 7 it seems will not let you log in through administrator and since there is no user account, how do I resolve this. I need to create a user account but cannot login, Is there a way I can Rollback the windows 7 install, going back to windows vista, then I can create a user accont and reinstall windows 7.

you cannot log on because the logon method you are using is not allowed on this computer -- This is what I am getting when i try to log on to windows 7
