Laptop boots up slow and runs slow

My laptop takes about about 20 minutes to boot up. When I open a program it takes about 5 min to open. I have ran antivirus and spyware and they come back clean. I have removed some the programs from the start up and it took longer to boot up. I have increased my virtual memory and that did not help. I have ran scandisk, defrag and this did not help. I have an intel core 2 processer, 1 gb ram, 82.5 gb hard drive with 36.1 gb free, and I am running system suite 9 professional. My os is windows xp with sp 3.

Maybe it's time for a full factory recovery and start over with a "clean sheet" again?
