Can't Repair XP because iesetup.dll missing entry

I am trying to do a Windows XP repair on a Dell Vostro. I chose the partition to repair on and Windows goes through the process of setting up. When I get to the "Installing Windows" part, I get this error:

iesetup.dll missing entry
missing entry:IEAccessSysInst

Now I can't even boot my laptop because setup stops after that error. How do I replace/fix that file if I can't get into my laptop anymore, and setup won't finish?

How are your repairing XP? Are you using a recovery partition on your computer, or are you using a reinstallation CD?
