When I make an entry into address bar IE7 returns 403--404 error messages. (eg ebay)
Tried to open a link searched via google get 404 errors.
Was able to get to amazon.com clicked signin link another error.
IE cannot open.

That is not the solution that is only to establish that it is an add-on or accelerator that is causing the problem.
Go back to IE in the normal way and click the Tools tab, click manage add-ons
disable, all search providers except those you want, some downloads will add a search provider as part of the download, many people do not see this when downloading the program.

Then go through each heading and disable those you KNOW you do not want. For instance Toolbar helpers can safely be disabled, they just use resources unnecessarily.

Do the same with the accelerators.

When you find the one that is causing the problem, either leave it disabled or uninstall and reinstall, that particular item.
