weird problem with mouse

I place my mouse as normal. Before i reformat my comp, i was not experiencing this problem, but now i've this problem. The mouse's arrow seems to move on its own, slightly, at times, although the mouse isnt moving.

Could it be some mouse configuration im missing? Or which i could configure?

install the mouse driver if it is a branded mouse (logitech, ms).

Or, in device manager, remove the mouse and reboot

hmm, can u please elaborate on this? I think i could give this a try. Where exactly is the device manager and after i reboot comp without mouse, what do i do next?
