New video card causing slowdown

When you installed the card did you follow the instructions and use the drivers from the cd that came with the card? Or did you just download the latest drivers from the website and install them? Now are you in the same position you were when this first started? Meaning, you can still connect fine while in safe mode but not in normal mode?

ill check safe mode right now

after windows 7 installed the WMP600N was in device manager so there must have been some form of driver

i installed the ralink 2860 drivers after the reformat, no help

Try safe mode and see if works. Then I suggest you completely uninstall the card and the drivers you manually installed. Then Find the instruction manual or user & install guide and follow it to the "TEE" Do not skip steps. You may need to remove the card from computer and reboot. Start over as if it's a brand new install. Post back.

Just tried safe mode again, wouldn't work unless I logged off, switched users, logged off, and went back on to my admin account.

I did another fresh reformat, and the internet works fine. Problem is, I'm having those latency spikes again upwards to 20,000ms while playing games and running other applications.
