I have tried spybot search & destroy, and my Avira scanner. Spybot says it will get rid of it on the next reboot but it doesnt take care of it. It seems to rebuild itself. Please if someone can help me get this crap out of my pc for free, I would appreciate it.
It has 2 icons in my menu at the bottom right that look like shields one with the 4 windows quadrants the other one is red with a white x in the middle.
When I right click on it and click close it wont go away.
It also causes tons of popups that takeover whatever I'm doing and bring that window to the front.

I suspect that you have some malware on your computer causing issues that we are not able to solve through means we can use here in the Tech Forums. I suggest you read the 'Start Here' topic found here. With these self-help tools you have a high chance of fixing the problems on your own.
