No problem. try this instead.
Lets see what you have in your startup

Please click on
Start and then to Run
Type in msconfig and press Enter
Now click on Startups
Then uncheck everything and restart.
IMPORTANT! In case of laptop, make sure, you do NOT disable any keyboard, or touchpad entries.
If system boots correctly and is running smoothly and faster then we have a startup problem
Try going back into msconfig and check one item and reboot
Keep doing that till you have found the problem or all are finally checked.

if your computer is taking longer to load it is probibally because of all the diagnostic tools the tech installed but never removed. dell geeksquad and all the big repair companies leave bloat ware behind after they repair your computer.... which is why i take the harddrive out of my laptop when i send it in for repairs because they cant mess with what they cant touch:P

Actually Mikeloeven may be on to something here.
By doing the above steps I gave you should shutdown any programs on startup but just in case please do the following so I can see what is auto starting in your system now.
Download Autoruns from the link in my signature below:

1: Extract the Autoruns Zip file contents to a folder.
2: Double-click the "Autoruns.exe".
3: Click on the "Everything" tab
4: Remove any entries that mention "File Not Found" by right-clicking the entry and select Delete.
5: Go to File then to Export As or Save in some versions.
6: Save AutoRuns.txt file to known location like your Desktop.
7: Attach to your next reply.

By slow start up, I mean... when I first turn on the computer this script comes up and stays on for about 5 minutes.... so it takes a lot longer to load
but afterwards, the Windows load screen comes up and it starts normally
I have never had this black/white come up before when I turned on my computer

OK first of all the script you are mentioning is most likely due to the boot sequence in the bios looking for a network to boot to.
You can take that out by going into the bios and taking that off the boot sequence or making sure it is the last boot device.
Your boot sequence should read
  • cdrm
  • hard drive
  • network or lan or nothing

Next the autoruns are a mess so lets work on it also.

Open Autoruns, click on "Logon" tab, and UN-check:

+ "rdpclip"
+ "Skytel"
+ "Adobe ARM"
+ "Adobe Reader Speed Launcher"
+ "DivXUpdate"
+ "iTunesHelper"
+ "QuickTime Task"
+ "SunJavaUpdateSched"

When done restart computer and then:

Download TFC by OldTimer to your desktop
  • Please double-click TFC.exe to run it. (Note: If you are running on Vista, right-click on the file and choose Run As Administrator).
  • It will close all programs when run, so make sure you have saved all your work before you begin.
  • Click the Start button to begin the process. Depending on how often you clean temp files, execution time should be anywhere from a few seconds to a minute or two. Let it run uninterrupted to completion.
  • Once it's finished it should reboot your machine. If it does not, please manually reboot the machine yourself to ensure a complete clean.

Download Auslogics Defrag from the link in my signature below. Auslogics Defrag in my opinion is better because:

It does a more comprehensive job at Defragging
It will actually show you what it is doing
At the end of working it will show you how much speed you picked up
You can view a online log of the files that Auslogics defragged
Please do not run any other Auslogics programs other then this one as they may cause unwanted results.

Sorry, I do not understand,
How do I take that off the boot sequence? Is it difficult to do?
What do I do exactly for this?:

OK first the boot sequence instructions.

To change Boot Sequence in your BIOS

Reboot the system and at the first post screen (where it is counting up memory) start tapping the DEL button
This will enter you into the Bios\Cmos area.
Find the Advanced area and click Enter
Look for Boot Sequence or Boot Options and highlight that click Enter
Now highlight the first drive and follow the directions on the bottom of the screen on how to modify it and change it to CDrom.
Change the second drive to the C or Main Drive
Change the third one to nothing if possible.
Once that is done then click F10 to Save and Exit
You will prompted to enter Y to verify Save and Exit. Click Y and the system will now reboot with the new settings.

Yes just uncheck the ones I instructed and reboot.
The java updater no is not needed.
Below I am including instructions on updating your java just in case it is out of date this will update it for you and at least that won't be a problem.
Please download JavaRa from the link in my signature below to your desktop and unzip it to its own folder
  • * Run JavaRa.exe, pick the language of your choice and click Select. Then click Remove Older Versions.
    * Accept any prompts.
    * Open JavaRa.exe again and select Search For Updates.
    * Select Update Using Sun Java's Website then click Search and click on the Open Webpage button.
  • Download and install the latest Java Runtime Environment (JRE) version for your computer.

Hi, could you please explain these instructions more clearly:
Now highlight the first drive and follow the directions on the bottom of the screen on how to modify it and change it to CDrom.
Change the second drive to the C or Main Drive
Change the third one to nothing if possible.

What do I do exactly? Which is the first drive?
Thanks

Also, I have noticed that recently my computer is making a lot more noise that usual.... Every 2 minutes, the fans get VERY loud for about 30 seconds, then go quiet again, and it is a repeated cycle. This never happened before.

This might help a little HERE for the boot sequence instructions.
About half way down the page you will see they specifically talk about Dell computers.
The noise most likely is caused by the new PSU powering up the fan to exhaust the hot air inside the system.
