Infected - Suspicious.Mystic - explorer missing

Hello, my father recently downloaded an email that infected him with suspicious.mystic?
His computer is a Dell Dimension 8400 running XP media center edition. With System Restore OFF.
When i arrived it was at the desktop picture without any icons, I was able to press CTRL + SHIFT + ESC and launch the task manager, however running the explorer would not work. I ran an explorer.exe from a locked USB drive and things look normal except Norton keeps popping up saying Suspicious.Mystic in the corner.
I would appreciate some removal advice and details on how to restore explorer.exe, Thank you.
