Diagnostics Policy Service Will Not Work.

I've been trying to get into the Internet through our new wireless router.
It is a Belkin F5D7230-4, Version.7001.
It worked last week, but suddenly gave out yesterday. I'm running Vista. When I try to connect to the network, it tells me: "Network Diagnostics Cannot Run because the Diagnostics Policy Service is not running. (Click to open service..)"
So I clicked and attempted to run it, and it gives the following error:
"The Diagnostic Policy Service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs."
At this point I do not know what to do.
Any help would be nice, thank you!

(I wasn't sure whether to put this under Vista problems or Networking, it's a bit of both. I am asking on behalf of a friend with these problems. I'm posting this from our main computer. She's on a laptop across the room from the Internet.)

Have her try Windows' "System Restore" to roll Windows back to a previous state when her computer was functioning correctly:

Microsoft.com > System Restore > Vista

She attempted, she says she can't system restore. So I tried to and it gave me the following error:
"System Restore did not complete successfully. Your computer's system files and settings were not changed.
Details: An unspecified error occured during System Restore."
None of the restore points work.

We attempted system restore that way and it worked.
The Diagnostics Policy Service still will not run.
Is there any way to fix this since the first solution did not work?

If none of the repair options available on your Windows Vista DVD are working, you might next try:
