Dell XPS 400 computer to run smoother during bootup

I have a Dell XPS 400 that seems to be running slow/hard drive really spinning loud during initial bootup. I'm wondering if my computer is running programs during the startup that it shouldn't be or if its infected with spyware. Also, could it be time for a new hard drive? If so, how would I go about installing my OS onto the new hard drive. I do have all the CDs/software provided by Dell when I purchased the computer. Please if anyone could help me out, I can provide more information by running the program you guys used to gather information on my computer (just let me know what is needed). Any help would be much appreciated!
