I'm not sure of the reason but IMO this is what I think.
Ccleaner is designed to do multiple tasks and therefor may find things the others won't. The problem with this is that what it is finding may or may not be a problem.
Deleting them could cause issues with your system including but not limited to:
  • Slow system booting
  • Programs not responding or even opening
  • OS not responding correctly
  • System not booting at all and resulting in a BSOD or Black Screen with cursor

Now TFC is designed for one purpose only.
To clean temp, cache, junk, history on your system. When designed to do only one thing it doesn't look for entries in the registry or find files that have nothing to do with the above list of files.
It's purpose is to clean of those files on your system that eat up free space and recover that free space so your system will respond faster and give you the needed free space to use.
Hopefully this explains it better and as I said I'm not 100% sure. If at all possible maybe a mod or admin can ask the author of the program to step in and explain it better for you.
