DVD-rom drives have 2 lsers, one to read DVD's and one to read CD's.

Yours dvd laser might be dirty or damage if you can read CD's but not DVD's

You can try to uninstall your dvd-rom in Device manager and reboot your computer letting windows reinstall the drivers.

You can try to clean the dvd laser by using a dvd lens cleaner (not a cd)

Like I said your laser for reading dvd's is probably damage, only way to be sure is to plug your dvd-rom into another computer and if you still cannot read dvd's then you'll know it is your dvd-rom and not your computer who is the problem.
