Sharing a hard drive?

So I have a macbook pro, windows xp based pc, xbox 360, older netgear wireless router, and a 1.5 terabyte usb removable hard drive connected to the PC. I have the hard drive folder in the shared documents folder on my PC and can view it without any problems when both computers or xbox are on. Now my question is can I share the hard drive to my macbook or xbox with the PC off or in stand by mode? The PC is a touch older and just adds a lot of background noise, and being placed in my living room its rather annoying to listen to all the time. I'm guessing newer or better routers have a usb slot so i can just connect the hard drive to the router and not the computer so it can be used whenever throughout my set up?? I appreciate any information. Thanks.
