atx psu without motherboard

hi everyone
i have an atx psu 230v(chieftec) which doesnt have power switch.i want to run a fan controller with 4 fans, without hardware or motherboard.i tried to connect the green wire with the black one but nothing happened.did i miss something?i would appreciate any kind of information or detail

Ok, check the obvious - is it switched at the back?

If so, make sure that the green wire is number 14. If you look at the underside of the atx connector, with the plastic clip at the top, the green wire should be in the top row, 4th one along from the left.

Also, did you try to power the psu up with or without the fans attached?
