My browsers don't open any web sites

Hi, again. Before a day I tryed to open www.google.com with Internet Explorer but it couldn't.So I diagnose the problem but the program says it's uknown issue.So i tryed with Google Chrome also no success. There it says its error 101 (net::ERR_CONNECTION_RESET) uknown error. I looked in internet about the error (of course on another computer) tryed with command prompt --netsh winsock reset (here i press enter) shutdown -r --- and also scanned with Avast , Dr.Web and Windows Defender.
