turning on atx psu without motherboard

hi
i have an atx psu which doesnt have power switch.i want to run a fan controller with 4 fans(120mm), without hardware or motherboard.i tried to connect the green wire with the black one but nothing happened(and with some load) .did i miss something?i would appreciate any kind of information or detail
