When XP won't boot

Re XP vs. Win9x:

when Win9x wouldn't boot, I could boot to DOS and do things there (such as edit win.ini or copy over needed files from a floppy). But with XP, there is no DOS. :tazz: So how do I get some sort of command prompt that isn't too far along in the booting process?

I realize that I can boot to Safe Mode by hitting F8 at just the right moment in the bootup process. But what to do when even Safe Mode won't run? I'm looking for something lower-level than Windows in Safe Mode.
