How do I make my own icons?

Hi, I want to specificly theme my desktop and want to turn certain pictures into icons. When I looked around on the web for a way to do this, all I found were sites who were wanting 30$+ for a program to do that.

Is there anyway to convert JPEG or anything else into a Icon file?

Something for cursors would be nice too.
(And no I dont want a link to a file with alot of "nice" icon downloads, sorry for this piece, but i have had alot of those refrences when i ask)

You can search their knowledge base for answers and somtimes even find one...sometimes not. :tazz:
