Graphics card upgrade help, please?

I've decided to upgrade my graphics card. I'm looking to be able to play WoW on max settings fairly smoothly.

I have a dell inspiron 530 with a core 2 duo e4500 2.2ghz 4gb ddr2 800mhz ram.( 3.3g registers, 32bit)
Running windows 7 ultimate.

I'll be buying a bigger case and a 550w power supply along with the card.
I'm looking to spend around $100-$130.

I had originally planned to buy:

I thought I would ask first, though. Is that compatible? Will it run WoW smoothly with my other specs?
Should I look at anything else first that I might get more "bang for my buck" with?
