IE is currently running without add-ons...?

When I open IE 8, I bar opens up underneath the toolbar saying that IE is currently running without add-ons. I go to manage add-ons where many are enabled and many are disabled and nothing I can do changes anything and also, once I have made changes, there is no place to hit APPLY or anything like that. I have enclosed to pics in the hopes that it will help you help me. Thanks.

The IE shortcut's properties may have been modified.
Right-click the IE shortcut and choose "Properties".

In the 'Target' field you should have "C:\Program Files\Internet Explorer\iexplore.exe" (including the quotes).

If there is some extra text after iexplore.exe, delete it but leave the quotes intact.
There must be no spaces anywhere in the target path above.
