With usb printers or "all-in-one" scanner/printer, it's usually necessary to install it's driver with the device turned off and the usb cable not connected to it. Connect the usb cable & turn on the device only when the driver installer prompts you to do so.
I suggest you start from scratch -- remove the Dell driver & any related software or applications. Turn off the Dell device and disconnect it's usb lead.
Restart Windows.
Now install the Dell driver and only connect the usb cable & turn on the device when it tells you to.
