Dell Inspiron 1525 with Windows Vista will not boot

Hey everyone,
So here's the deal; I've had this laptop for about 3 and a half years now, and it's been quite alright, despite the dysfunctional touch pad. Recently, after making no notable changes, the laptop decided it wouldn't boot. It loads about 1/6 of the BIOS screen, and it stops.
Then when I turn it off by holding the power button, it makes a quiet(ish) noise that sounds something like the whistle of a bomb dropping.
