Can't access safe mode

I was having problems with my laptop and after reading everything on this site, I decided to do a repair install. Now once again (thank you all!) I can download updates. However I still can't get into safe mode. Originally I was going to use safe mode per instructions from MS on my non download problem. If I attempt to go into safe mode, I get a black then blue screen with lots of scribbles and nothing decipherable. Right now safe mode isn't needed but I may need it in the future and would like to be able to access it.

Hi -
To help diagnose the reasons for the Blue Screens please follow these instructions -

Please download BlueScreenView
No installation required.
Double click on BlueScreenView.exe file to run the program.
When scanning is done, go Edit>Select All.
Go File>Save Selected Items, and save the report as BSOD.txt.
Open BSOD.txt in Notepad, copy all content, and paste it into your next reply.
