That's too generic a question. Both Intel and AMD make very reliable CPUs and both AMD and NVIDIA make very reliable GPUs.
Since the Intel Core 2 Duo came out, Intel can claim bragging rights for overall CPUs that outperform, consume less power, and generate less heat. But at the same time, AMD CPUs overall cost less. There are exceptions on both sides, but regardless, both make reliable CPUs that can be expected to meet your needs for the years to come.
For GPUs, you just need to pick a price and find the best at that price.
But before you do anything else, you need to set a budget, and define the primary purpose of the machine.
